NDIS Functional Capacity Assessment: When Would You Need One from an OT?
You’ve probably heard NDIS funding hinges on the findings of a Functional Capacity Assessment (FCA), but that’s not always the case.
It’s true that an FCA provides detailed evidence to support NDIS funding decisions. A well-prepared Functional Capacity Assessment OT report can help the NDIA understand how disability affects your daily life and what supports will help you live more independently.
But you don’t always need to have an NDIS Functional Capacity Assessment – and knowing when one is necessary can help you navigate the system. Here, we look at what a Functional Capacity Assessment is, when you might (and might not) need one, the process, and how NDIS occupational therapists can help you get the right supports to reach your goals.
What Is a Functional Capacity Assessment?
An NDIS functional capacity assessment is a comprehensive evaluation of how a person’s disability affects the way they live. Rather than focusing on your diagnosis, it assesses your functional capacity to do everyday things and take part in daily life.
A Functional Capacity Assessment for the NDIS looks at six key areas:
- Mobility – such as your ability to move around at home and travel safely
- Communication – how you understand others and express yourself
- Self-care – how you manage tasks like showering, dressing, and grooming
- Social interaction – such as making friends and participating in your community
- Learning – skills like memory, planning, organisation and problem solving
- Self-management – things like budgeting, decision making and eating well.
An OT functional capacity evaluation for the NDIS looks at both your strengths and your challenges. It also identifies which supports, equipment, therapy, or home modifications may help improve your independence and quality of life.
At the end of the process, the findings are documented in a detailed Functional Capacity Assessment OT report. This provides important NDIS funding occupational therapy evidence to guide decisions about your supports.
The role of occupational therapists in FCAs
NDIS Functional Capacity Assessments are usually completed by occupational therapists. This is because their training focuses on how people function in daily life. An OT doesn’t just look at your medical conditions or disability, but how these affect everyday activities and participation.
An occupational therapy NDIS assessment is usually done in your own environment – which could be at home, work, school, and in the community. OTs take a holistic approach, considering the interaction between you, your environment, and the supports you have available.
During an occupational therapy functional assessment, your therapist may:
- look at how you perform everyday tasks like bathing, dressing and cooking
- ask questions about your routines, goals, and challenges
- assess your mobility, strength, coordination, and endurance
- explore cognitive skills such as problem solving and organisation
- review your home or work situation for safety and accessibility
- talk to your family members, carers, or support workers.
This allows your occupational therapist to develop a clear picture of your functional abilities and support needs.
When might an NDIS participant need a Functional Capacity Assessment?
Applying for NDIS access
If you’re applying to the scheme, an NDIS functional capacity report can show how disability affects your everyday functioning. While a diagnosis is sometimes important, the NDIA also needs to understand the functional impact of that condition. An OT Functional Capacity Evaluation may help demonstrate eligibility by providing detailed evidence about your needs.Preparing for an NDIS plan review
You may also need an FCA if your plan is up for review. A comprehensive NDIS plan review OT report can show the NDIA how current supports are working, and what might need to change in the next plan. This type of NDIS therapy assessment can help with requests for:- ongoing therapy supports
- support worker hours
- assistive technology or equipment
- home modifications
- capacity-building services.

Significant changes in condition
While you’re on the NDIS, it’s not uncommon for your situation to change. For example, you may experience a decline in physical function, get a new diagnosis, recover from an injury, or change your living arrangements. A Functional Capacity Assessment OT report can document these changes and provide updated recommendations to ensure your supports match your current needs.
Requests from the NDIA
The NDIA may ask for an FCA if they want more information to better understand a participant’s needs before they make funding decisions. If this happens, an OT NDIS Functional Capacity Evaluation can provide the additional detail needed.
What Happens During a Functional Capacity Assessment?
Some people feel nervous about FCAs because they’re not sure what to expect. In reality, the assessment is designed to be collaborative and supportive.
An NDIS Functional Capacity Assessment takes place over one or more sessions. First, your OT will talk to you about your background, goals, and daily routines. Then they might observe how you manage everyday activities. Seeing how someone functions in their own environment provides valuable information about safety, accessibility, and practical challenges.
Sometimes, your OT will use standardised assessments to measure your physical, cognitive, or functional skills. They might ask your family members, carers, and support workers to share their perspectives as well.
The assessment is not a test – it’s about understanding your needs, and which supports will help you live the life you want.
What’s Included in an FCA Report?
After the assessment, your OT will prepare a Functional Capacity Assessment OT report. This report uses the information gathered during your assessment to make clear recommendations.
The report usually includes:
- background information about you
- a summary of your functional abilities and challenges
- observations from their assessment
- results from any standardised tests
- details of how disability impacts your daily life
- evidence-based recommendations for supports.

Why high-quality FCA reports matter
The quality of an FCA report can have a significant influence on how well the NDIA understands your needs.
A well-written occupational therapy NDIS assessment clearly connects everyday challenges with recommended supports. It provides detailed observations, describes how disability affects your daily functioning, and explains why specific supports will help.
High-quality NDIS occupational therapist reports typically include:
- real-life examples of daily difficulties
- evidence-based reasoning for recommendations
- alignment with NDIS goals and support categories.
A high-quality Functional Capacity Assessment for the NDIS can provide clarity for everyone involved. Participants get a better understanding of what’s available to support them, while families and support coordinators get practical guidance for the next steps. For the NDIA, the report provides detailed evidence to help ensure supports are appropriate, reasonable, and necessary.
When an FCA might not be necessary
In some situations, existing reports or therapy progress notes may provide enough evidence for the NDIA to make decisions.
For example, you may not need a new FCA if:
- recent allied health reports already describe your functional needs clearly
- your circumstances have not significantly changed
- plan adjustments are relatively minor
- existing therapy reports provide adequate NDIS evidence for funding.
Support coordinators and therapists often work together to decide if you really need a new assessment. The goal is always to avoid unnecessary assessments while ensuring the NDIA has the information it needs.

Common misconceptions about FCAs
There are several misunderstandings about Functional Capacity Assessments.
1. Everyone needs an FCA
In reality, many participants do not need one. FCAs are usually recommended only when additional evidence is required to support access or funding decisions.
2. An FCA guarantees funding
All funding decisions ultimately rest with the NDIA. An FCA supports the process, but it does not automatically guarantee a specific outcome.
3. The assessment is a test you can pass or fail
An OT Functional Capacity Evaluation for the NDIS is not an exam. It is simply a way of understanding how disability affects your everyday life.
