The 2024-25 Pricing Arrangements and Price Limits (PAPL) outline a plan to phase out therapeutic Disability-Related Health Supports (DRHS) from the Core category. These supports have been listed in both Core and Capacity Building for years, but starting 30 June 2025, they will only be accessible under Capacity Building.

Under the new PAPL, providers must ensure there is sufficient funding in Capacity Building to cover the DRHS required by an individual.

Disability- Related Health Supports are NDIS funded supports that assist people with disabilities in managing health conditions related to their disability.

There are 8 main areas the NDIA fund, these include;

  • Continence
  • Diabetes Management
  • Dysphagia
  • Epilepsy
  • Nutrition
  • Podiatry and Foot Care
  • Wound and Pressure Care
  • Respiratory Supports

It is important to know that the only line items that are being removed from Core are:

  • Dietitian
  • Occupational Therapist
  • Physiotherapist
  • Podiatrist
  • Psychologist
  • Speech Pathologist
  • Other Professionals

However, the codes related to the provision of nursing care and low-cost Assistive Technology for disability-related health needs are still in Core. The NDIA have also said they will discuss based on a case-by-case basis funding other health conditions, however this would need to be discussed during a plan review.

Disability- Related Health Supports

Moreover, because of the new NDIS changes a new transitional rule to define a NDIS support also include;

  • Support for individuals with complex communication needs or behaviours when accessing health or mental health services, including hospitals and inpatient facilities.
  • Specialist allied health services and supports aimed at improving functioning and supporting the community re-integration of people with newly acquired severe conditions, including spinal cord injuries and severe brain injuries.

However, the DRHS operational guidelines hasn’t updated to include this yet.

What does this mean for NDIS participants?

  • Starting 30 June 2025, all therapy must be provided under Capacity Building, and none can be claimed under Core.
  • Any therapy that would usually be provided under core needs to be discussed at plan reviews.
